post, is quite exceptional, and for that reason no provision
is contained in the Regulation for payment of Acting
Allowances. It is, however, a type of case whore somo
additional remuneration may well be justified. I do not think
that it will be possible to lay down specific rates for this
particular class of case and it would be preferable to deal
with such cases as are on their merits.
PARAGRAPH 56 Allowance to Sister Tutors
In West Africa and East Africa this allowance is
pensionable and I suggest that it should also be pensionable
in Hong Kong. In this connection, in the United Kingdom, both
tho minimum and maximum of the salary scale of Sister Tutors is
roughly 250 p.a. more than that for Nursing Sisters.

In order to secure some measure of uniformity of treatment,
it is, I think, desirable to devise a formular for each class
of case. This arrangement will normally only apply to
professional officers.
PARAGRAPH 64 Outfit Allowance
This allowance is intended to help newly appointed
officers who often find great difficulty in meeting the heavy
cost of recruiting themselves initially for a tour of servico
in the Tropics. It was, however, never paid to officers
appointed to Hong Kong before the war and has only been
introduced there recently.
